Community Impact Team
Homeless Outreach Officer
The Homeless Outreach Officer is the primary contact for homelessness systems/providers,
governmental and private, wishing to address system or individual homelessness related
concerns. The Homeless Outreach Officer works directly with other Oshkosh Police staff to make our services as efficient and effective as possible. The Homeless Outreach Officer
conducts foot patrol frequently of the downtown Business Improvement District (BID),
downtown parks, and any other location those experiencing homelessness may gather. The Homeless Outreach Officer partners with downtown business owners and residents on
homelessness and other related issues, partners with the Community Outreach Social Worker (civilian position who works with homelessness) to help identify persons in need of services in our unhoused population, addresses unlawful ordinance and criminal behavior by all persons, and partners with other City departments to address matters, such as encampments located on City property, abandoned property, and other homelessness-related issues that may arise.
